A Dealer Guide to the the FTC Red Flags and Address Discrepancy Rules: Protecting Against Identity Theft (PDF)
Section One explains the FTC rule requiring dealers and other creditors to develop, implement, and maintain a comprehensive Identity Theft Prevention Program (ITPP) by November 1, 2008. Also explains a separate FTC rule involving the receipt of notices of address discrepancies from a consumer reporting agency when requesting a consumer report.
